PURPOSE:
Pursuant to sections 124 and 94 of the Community Charter, the District of Kitimat is considering changes to Council Procedure.
Council has considered the principles set out in Public Notice Regulation 52/2022 in proposing the procedural change set out in Public Notice Advertising Bylaw No. 2055, 2024. A summary of the changes are as follows:
Section 94 of the Community Charter currently requires the District to advertise certain types of processes (such as bylaws requiring Public Hearings, disposition of land, or changes to Council procedure) in the local newspaper for two consecutive weeks prior to Council decision. The Kitimat Municipal Code is proposed to be amended to include Part 2 – Municipal Government, Division 16– Public Notice. This would allow the District of Kitimat to substitute the advertisement in the local newspaper with posting to the District of Kitimat’s Facebook page and Get Involved Kitimat site. In addition, the bylaw provides for the Corporate Officer to require additional advertising of public notices, which may include via newspaper. If adopted, Bylaw No. 2055, 2024 would take effect on October 1, 2024.

A copy of Public Notice Advertising Bylaw No. 2055, 2024 will be available for review on the Districts website at www.kitimat.ca/publicnotices or the District of Kitimat Municipal Office, 270 City Centre, 8:30 am to 4:30pm, Monday to Friday, excluding statutory holidays starting on August 19, 2024.

The District of Kitimat Council will be considering adoption of Public Notice Advertising Bylaw No. 2055, 2024 on Tuesday, September 3, 2024. Comments received by 12:00 (noon) on September 3, 2024, will be forwarded to Council as supplemental agenda information.We welcome your attendance at the September 3, 2024 Council meeting to receive comments submitted after 12:00 (noon).
